The bill (Reg. No. 4465a) stipulates decentralization of the system of
state architecture and construction control and monitoring. In particular, the bill stipulates devolving powers on issuance (receipt and registration) documents that grant the right to perform preparatory and construction activity; execute state architecture and construction control; as well as accept for operation the finished construction projects to:
executive bodies of township, village and town councils on matters of state architecture and construction control in regard to objects located on the territory of populated areas;
structural subdivisions of regional state administrations on matters of state architecture and construction control in regard to objects located beyond the territory of populated areas;
the central body of executive power that implements state policy on matters of state architecture and construction control through Chief construction supervision inspectors in regard to objects located on the territory of several administrative and territorial units.
Committee members upheld the bill adoption of which will promote refinement of town-planning activity and the mechanism of state architecture and construction control. It will also increase the role of local bodies of local self-government concerning comprehensive development of territories in the interests of territorial communities, etc.
